十八大报告提出把“创新驱动发展”作为面向未来的一项重大战略，这是科研院所和科技型企业发展的重大机遇。探索一种能够有效提升科研院所投资企业治理有效性、系统提升整体治理水平的模式尤为重要。本文从科研院所事业单位改革、混合所有制、鼓励科研人员股权激励等政策驱动因素入手，从集团治理的混合控制型视角构建混合控制与分类治理的科研院所投资企业治理有效性的提升框架，并对中科院投资企业的治理改革实践历程进行了研究，提炼出“提升框架”并据此分析了中国科学院国有资产经营有限责任公司的集团治理管控机制，最后提出了进一步改革的相关政策建议。

Report at 18th Party Congress proposed that the "innovation-driven development" as a major strategy for the future. This is a major opportunity for research institutes and high-tech enterprises development. To explore a way to effectively enhance the effectiveness of research institutes corporate governance and to improve the overall governance model systematically is important. In this paper, it starts with policy drivers as public institutions reform of research institutes, mixed-ownership and encouraging researchers to equity incentive. It constructs a lifting frame of hybrid control and classiifcation management the effectiveness of policy-driven and research institutes investment corporate governance from a mixed controlled perspective of the Group governance. It also studies governance reforms practice course of CAS-invested enterprises and extracts the "lifting scheme". It analyzes group management control mechanisms of Chinese Academy of Sciences Holdings Co., Ltd.Finally, it gives some policy recommendations for further reforms.
