生态环境行政管理体制改革一直是政府和学术圈的争议焦点。本文围绕生态环境行政管理的中央部委关系，从环境与发展关系、政府与市场关系、部际关系的角度指出了当前生态环境行政管理体制存在的问题，提出了生态环境行政管理体制改革的基本目标和原则，并提出了“二委一部一局”的建议改革方案。

The issue of reforming the administrative system of government for environment has been a hot topic for a long time. From the perspective of inter-ministerial relationship, this paper points out that there exist three main problems, including the imbalance between environment and development, the improper relationship between government and market, as well as the overlap of functions among different ministries. Then, the basic objectives and principles of reforming the administrative system for environment is put forward. This paper proposed a "two Committees one Ministry and one Bureau" reform program.
