河南省粮食经纪人大致有流动贩运型、坐店收购型以及与粮食行业协会为中心的农企合伙型等三种类型。粮食经纪人的主要积极作用在于直接为粮农服务、形成了粮食流通新体系的基石、增加了社会就业、促进了农民增收。粮食经纪人制度运行中存在的主要问题有：资金不足，贷款困难；市场信息灵通，政策信息闭塞；收购许可证有效期短，有的年审乱收费；卖粮收入较低，存在压级压价；经纪人组织松散，有“同行是冤家”的偏见；仓储设施简陋，多为现买现卖。针对粮食经纪人的现状，在调查、总结河南实践和探索的基础上，提出引导粮食经纪人的规范路径在于：加强相关政策扶持，实行资格准入制度；充分发挥行业协会作用，引导规模经营；健全粮食流通监督检查制度，引导依法经营；建立粮食经纪人诚信档案，引导其守法经营；建立粮食经纪人信息网络体系，完善市场管理。

Food brokers in Henan Province have three types:the mobile,the sitting shop and the agricultural enterprises partnership with the Food Industry Association as the center.The main positive role of food brokers is to serve food and agriculture,to form the foundation of the new system of grain circulation,increase the so-cial employment,and promote farmers’income.The major problems existing in the operation of the grain bro-ker system are as follows:insufficient funds,loan difficulties;well-informed market information,blocked poli-cy information;shorter validity period of purchase license,higher annual fees;lower income from selling grain,the level and the price of grain being very low;brokers being loosely organized,there being the bias that a peer is the enemy;simple warehouse facilities,thus buying now and selling at once.In view of the present situation of grain brokers,based on investigation and summary of the practices and exploration in Henan Province,the article puts forward some approaches to guiding the grain brokers such as strengthening relevant policy support and implementing the system of Qualification Access;giving full play to the role of in-dustry associations to guide the scale of operations;improving the supervision and inspection system of grain circulation and guiding in operation according to law;establishing the integrity file of the grain brokers and guiding in their law-abiding operation;establishing the information network system of grain brokers and impro-ving the market management.
