目的:探索重庆市区县食品安全标准宣贯有效模式。方法对重庆五大功能区10家区县卫生监督机构食品安全标准宣贯能力建设的基本情况进行问卷调查。选取食品监管人员、食品检验人员和食品生产经营人员共计116人,分别开展食品安全标准“专题培训”和“网络宣贯”现场调查,以了解两种模式的宣贯效果。结果本次调查中的区县卫生监督机构从机构设置、人员安排及经费支持方面均存在较大差距;116名调查对象在宣贯前对食品安全相关内容知晓率均在70%以上;通过“专题培训”和“网络宣贯”两种不同形式的宣贯后知晓率均有所提高,但“专题培训”模式较“网络宣贯”模式更为显著。在食品安全标准宣贯模式上,调查对象首选“专题培训”模式者为80.9%,首选“网络宣贯”模式仅占6.3%。其他调查对象提出的首选模式包括“现场指导”和“手机推送”方式,分别占8.7%和3.9%。结论本次调查结果提示,区县食品安全标准宣贯能力建设还有待提高。在区县范围开展食品安全标准宣贯方式上,“专题培训”模式宣贯效果和受访者认可程度最高,其余宣贯模式如“现场指导”、“网络宣贯”及“手机推送”等作为辅助手段,仍值得关注与推广。

목적:탐색중경시구현식품안전표준선관유효모식。방법대중경오대공능구10가구현위생감독궤구식품안전표준선관능력건설적기본정황진행문권조사。선취식품감관인원、식품검험인원화식품생산경영인원공계116인,분별개전식품안전표준“전제배훈”화“망락선관”현장조사,이료해량충모식적선관효과。결과본차조사중적구현위생감독궤구종궤구설치、인원안배급경비지지방면균존재교대차거;116명조사대상재선관전대식품안전상관내용지효솔균재70%이상;통과“전제배훈”화“망락선관”량충불동형식적선관후지효솔균유소제고,단“전제배훈”모식교“망락선관”모식경위현저。재식품안전표준선관모식상,조사대상수선“전제배훈”모식자위80.9%,수선“망락선관”모식부점6.3%。기타조사대상제출적수선모식포괄“현장지도”화“수궤추송”방식,분별점8.7%화3.9%。결론본차조사결과제시,구현식품안전표준선관능력건설환유대제고。재구현범위개전식품안전표준선관방식상,“전제배훈”모식선관효과화수방자인가정도최고,기여선관모식여“현장지도”、“망락선관”급“수궤추송”등작위보조수단,잉치득관주여추엄。
Objective To explore effective propagating and implementing modes of food safety standard in districts and counties of Chongqing. Methods Selecting 10 public health inspection agencies from the five functional areas of Chongqing to survey their propagating and implementing capacity building actualities of food safety standard. In order to compare the effects of “special subject training” mode and “network training” mode in food safety standard propagating and implementing, 116 survey objects including food health supervisors、food checkers、and food production and management personnel were divided into two groups to accept the two different propagating and implementing modes separately.Results The differences in propagating and implementing capacity building actualities of food safety standard were very obvious among the 10 public health inspection agencies,no matter in organization establishment、personnel alocation nor in fund support. Before the propagating and implementing, the 116 survey objects’ awareness rate of food safety standard was above 70%. After the propagating and implementing, the survey objects who accepted “special subject training”, their awareness rate of food safety standard improved much more prominently than those who accepted “network training”. The investigation also showed that the survey objects who preferred “special subject training” by 80.9%, “network training” by 6.3%, who proposed other propagating and implementing modes like “ on - the - spot guidance” and “mobile phone push ” by 8.7% and 3.9% separately. Conclusion The survey results showed that the food safety standard propagating and implementing capacity building needed to be further improved in districts and counties of Chongqing. To the food safety standard propagating and implementing modes, “special subject training” was most popular and effective, other modes like “ on - the - spot guidance” 、“network training” and “mobile phone push ” as supplementary means were stil worthy of attention and promotion.
