[目的]探究天津市公立医院运行效率的情况及变化,为医院提高运行效率提供建议.[方法]采用数据包络分析(DEA)中的CCR模型和BCC模型,对天津市15家三级公立医院的运行效率进行综合评价.[结果] 天津市三级公立医院的平均效率值为0.840,5家医院DEA有效,10家医院非DEA有效,其中规模偏大和规模偏小的问题共存,对非DEA有效的医院进行管理,可以节省大量的卫生资源.[结论] DEA可以有效的评价医院运行效率,并且能够指出影响相对效率的因素,为医院的决策者提供科学有效的意见和建议.

Objective To probe into the situation and change of operating efficiency in Tianjin public hospitals so as to provide suggestion for operating efficiency improvement.Methods By means of data envelopment analysis method (DEA) including CCR model and BCC model, to study the operating efficiency of 15 the tertiary hospitals in Tianjin.ResultsThe average efficiency of tertiary hospitals in Tianjin was 0.840, DEA of 5 hospitals were effective, DEA of 10 hospitals were ineffective. There existed problems that size of the hospitals was either too big or too small, a lot of health resources can be saved by managing the non-DEA efficient hospitals.Conclusions DEA can effectively evaluate hospital efficiency, and can point out factors that affect the relative efficiency, and can provide scientific and effective advice and recommendations for the hospital's decision-makers.
