当前，水资源的供需矛盾制约着社会经济的快速发展，提高水资源的利用效率是当务之急。通过水权交易，一些水资源富集地区可以将多余的水资源转让出去，既解决了缺水地区的燃眉之急，又给当地带来收益，因此水权交易具有广阔前景。比较优势理论的提出至今已近200年，但仍不失为指导一般贸易实践的基本原则。不仅如此，比较优势理论的原理除了可以用于对国际贸易问题的分析以外，还有较为广泛的一般适用性。本文在这样的背景下从研究水权交易和比较优势的相关理论出发，找出了基于比较优势理论的水权交易影响因素，并进行了理论分析。然后运用层次分析法计算出各影响因素的权重，进行排序比较，同时选取北京市的相关数据为变量，借助SPSS19.0统计分析软件，进行了水权交易资源供给能力，经济制度支持能力和技术能力之间的相关性分析，得出三者对于水权交易影响因素总体评价水平以及三者之间均存在正相关关系的结论。最后在实证分析的基础上，提出了重视资源保护，优化水资源利用结构，发展地区经济，注重制度支持能力建设，大力发展水利科技，加强技术能力的对策措施。

Currently , the supply and demand of water resources restricting the rapid socio-economic development , improve water use efficiency is a priority . By water rights trading , some water resource rich areas can transfer out excess water , which addresses the ur-gent needs of dryland , and gives local revenue , so the water rights trading has broad prospects . Proposed the theory of comparative advan-tage has been nearly two hundred years , it is still the basic principles guiding the general trade practices . Moreover , the principle of com-parative advantage theory can be used in addition to the analysis of international trade issues beyond , as well as the wider general applica-bility , according to that , the research related to water rights trading and comparative advantage theory , to find water rights trading impact factors based on a theory of comparative advantage and make a theoretical analysis . Then use the AHP to calculate the weight of each fac-tor , compare them , and select the relevant data for the variables in Beijing ,with SPSS19.0 statistical analysis software , this paper makes a correlation analysis about the ability to supply water rights trading resources , economic systems and technical support capabilities . Con-cluded that three factors for water rights trading overall evaluation exist positive correlation . Finally , based on empirical analysis on the proposed emphasis on resource conservation , a optimization of water use structure is made , the development of the regional economy , fo-cusing on institutional capacity building , developing water conservancy technology , and to enhance the technical capacity of countermea-sures .
