针对海洋低碳经济问题,本文从技术进步与技术效率视角,将海洋经济增长与二氧化碳减排联系起来,把二氧化碳作为一种坏产出纳入到传统Malmquist-Luenberger模型中,采用M-L模型对沿海11个地区2002~2011年海洋低碳经济下的全要素生产率进行测度;尔后利用Tobit面板数据模型探讨了影响海洋低碳经济全要素生产率指数增长的因素,并分析了沿海三大经济区域之间海洋低碳经济发展的差异性。结果显示:考虑二氧化碳排放约束后的沿海各省海洋低碳经济全要素生产率下降显著,存在较大的改进空间;技术进步是海洋低碳经济全要素生产率提高的主要因素,而技术效率变化不显著;贸易开放程度对海洋低碳经济全要素生产率增长具有显著正向影响,而海洋产业结构、财政分权度、海洋环境规制具有显著负影响;三大沿海经济区均出现条件收敛,目前海洋低碳经济全要素生产率不存在追赶先进地区的趋势。

Aiming at the problem of marine low carbon economy , from the perspective of technical progress and technical efficiency , this paper linked the ocean economy growth with reducing emissions of carbon dioxide , and used M-L model to measure the marine low carbon economy 2002-2011 years the total factor productivity of 11 coastal area with treating the carbon dioxide as a bad output into the traditional Malmquist-Luenberger model . On this basis , we constructed the Tobit model to explore the influencing factors of marine low carbon economy total factor productivity growth , and analyzed the three coastal economic regional differences of marine low carbon economic development by using the economic convergence theory . We gained the results that:after considering carbon emissions constraints the coastal provinces of Marine low carbon economy total factor productivity decline significantly , there is a big room for improvement;techno-logical progress is the ocean low carbon economy , the main factors of total factor productivity and technical efficiency change was not signif-icant . Trade openness has significant positive impact on marine low carbon economy total factor productivity growth , but there is a signifi-cant negative effect of marine industrial structure , the degree of fiscal decentralization , and the marine environment regulation . Three ma-jor coastal economic zones are conditional convergence , and the Marine low carbon economy total factor productivity trend did not exist after advanced regions .
