Since the sixteenth national congress of the CPC, Hu Jintao, as general secretary of the CPC, and the central committee had put the people’ s livelihood in a more prominent position and made the con-struction of people’ s livelihood into the new normal around the “five” targets, which means letting people enjoy their rights to education, employment, medical and old-age care, and housing.It highlights the pur-suit of people oriented value of the CPC in the new century and the new stage.
