自20世纪80年代以来，在经济“推拉力”的作用下，大量农村人口摆脱土地的束缚，持续性地涌向城市之中。农村人口流动在推动城乡各项事业高速发展的同时，对传统乡村社会固有的稳定性造成巨大冲击，引发诸多新型的乡村社会问题，增加了乡村治理的难度。通过对枞阳县山水村的实地调查，发现人口流动对山水村经济、基层民主、农村文化、社会建设等乡村治理方面产生的瓶颈，以构建“城乡共同体”为出发点，积极探寻乡村治理问题的破除路径，在推动山水村全面发展的同时，进一步完善对“城乡共同体”的理论思考，从而为我国乡村基层社会治理提供借鉴意义。

Affected by the economic force driving ,a large number of people in the countryside have been migrating to city without the bondage of land since 1980s .Promoting the rapid de‐velopment of various urban and rural causes ,the rural population flow s also have a significant impact on the stability of traditional rural society ,cause various new rural social problems ,and compound the difficulties of rural management at the same time .Through field investigation on Shanshui village ,Zongyang County ,the bottlenecks of rural governance can be found ,inclu‐ding the economy ,democracy at the grassroots level ,rural culture and social development , which are caused by population flows .The breakthroughs of rural management are actively sought ,the development of Shanshui village are comprehensively promoted , and then the lessons for rural governance at the grassroots level are provided .
