合肥市发明专利申请量和授权量近年来增速飞快，但与发明专利“十强市”还有明显的差距。目前合肥市已经作为长三角地区城市群的副中心之一，同时也是“一带一路”战略上的重要城市。在此重要契机下，优化发明专利促进政策，以发明专利为突破口，加强技术创新，增强技术对经济的贡献率，以技术吸引资本和人力资源，对于提升合肥市在全国的地位具有很大的作用。借鉴“十强市”的发明专利申请促进政策的经验，对合肥市现有的发明专利促进政策进行合规和绩效评估，改善和提高政府在发明专利申请促进方面的工作，力争合肥市早日进入全国发明专利“十强市”行列。

The invention patent application and authorization is an important indicator of techno‐logical level and capability of independent innovation of a city .Currently , Hefei city has be‐come one of the sub‐centers of the city groups in the Yangtze River Delta region ,and an impor‐tant city along the way strategy .In recent years ,Hefei invention patent applications grow very fast ,but there are some obvious gaps with the invention patent “Top Ten Municipality” .In the light of the great opportunity ,optimizing the invention patent promoting policy with it as the breakthrough , strengthening technical innovation so as to promote its contribution to economy ,attracting capital and work force resources with techinque ,will play a big role in helping Hefei to promote its position in the whole country .Assimilating their experience and promoting invention patent policy is the key to Hefei so as to become one of the national inven‐tion patent “Top Ten Municipality” early .
