区域产业污染导致生态环境恶化,严重影响了人们的生活和健康,降低了人们的幸福感,造成了数额较大的环境虚拟价值损失.本文基于广义虚拟经济学视角,利用中国环境状况公报以及中国统计年鉴的数据资料,运用Ordered Logistic回归模型,计算出环境变量和收入水平之间的替代率,从而得出污染导致的环境虚拟价值损失.实证结果表明,2013年环境变量与收入变量的替代率平均值是4449.0854元,相当于当年人均GDP的27.66%,污染造成的环境责任虚拟价值损失分别为26.05万元,远远高于当年的人均GDP.据此提出政策建议,在现阶段要注重经济发展的质量,走内涵式发展道路,同时加大环境治理投入,完善污染治理手段.

Regional industry pollution leads to ecological environment deterioration, which has seriously influenced people's life and health, and reduced people's happiness, and caused large amount of virtual en-vironment value loss. Based on generalized virtual economics, using China's environmental bulletin and China's statistical yearbook data, through ordered Logistic regression model, substitution rate is calculated in this paper between environment variables and income level, and thereby it is concluded that pollution caused environmental virtual value loss. It is showed by the empirical results that the average substitution rate between the environment variables and income level in 2013 was 4449.0854 yuan, equivalent to 27.66% of GDP per capita, and virtual value loss environmental responsibility caused by pollution was 260500 yuan, which is much higher than the year's GDP per capita. Policy Suggestions are put forward accordingly that at present economic development quality should be emphasized with connotative development, and with ifnan-cial input in environmental control increased and the pollution control measures improved.
