随着南海问题的持续升温，面临国际压力的中国政府亟需采取相关措施进行积极应对。本文认为，新自由制度主义路径虽为处理南海争端提供了有益思路，但限于当前的主客观条件，现有的南海机制仍属于非正式国际机制范畴，制度化水平较低，因而现有机制虽在冲突管理方面具有一定效用，但并不能有效约束国家的机会主义行为，更无力从根本上解决主权争端，还易受到地区权力结构的影响。因此，现阶段中国政府不仅要积极维护现有的南海机制，稳步推动南海机制向更高的制度化水平发展，同时还要采取其他手段作为其有效补充。

With continued tensions of the South China Sea disputes, the Chinese government is in urgent need of taking measures to tackle such disputes actively in the face of international pressure. Although ne-oliberal institutionalism may be an enlightening approach to handle South China Sea disputes ,it is far from being perfect. This article points out the informality of the existing institution of South China Sea which is inevitably subject to current conditions. As a result of such informality, the institution seems ineffective in preventing states from opportunistic behavior and solving sovereignty disputes, though it is effective in crisis management or regional peace-keeping to some degree. Besides, the current institution is also heavily influ-enced by the regional power structure. Therefore, not only should Chinese government support the existing institution and commit to institution-building step by step, but also should take other approaches as supple-ments.
