在既有的研究中，失地农民迁入城市之后出现的越轨行为往往被视为文化不适应，本文通过对Y市巴村村民回迁后城市生活的调查和分析，指出其被视为不适应的行为其实是一种以“柔性不合作”的形式表现出来的变相的抗争。“柔性不合作”对于社会稳定而言存在诸多危害，且中国的“情理”传统使其具备一定的正当性基础，这使得政府更应该以“疏”而非“堵”的方式来面对这些越轨行为。最后，本文提出一种新的治理思路，即要将社会治理的重点放在社区治理上，把社区治理与社区建设结合起来，通过加强社区建设来减少不合作或抗争行为，以维护社区的稳定。

Present researches of the resistance of land -lost farmers mostly focus on the procession of their collective resisting actions, while taking their subsequent urban life as a subject of social adaptation.This article presents an investigation of the land-lost farmers’ urban life in Village Ba, Y city, which shows that the so-called cultural incompatibility phenomenon is nothing but a kind of normalized resistance, thus is con-sistent with subject’ s prior collective resisting actions.Further, this article tries to reveal the theoretical rea-sons for such a lasting ignorance of the internal consistency of these two sorts of resistance, which is actually due to an implicit barrier of western research paradigm.Finally, this article emphasizes the importance of re-turning to the fact itself and of investigating resistance in a whole temporal continuum, which is crucial for both theoretical development and social governance.
