对江苏省J市和Y市乡镇(街道)残联理事长队伍建设现状的调查发现,两市乡镇(街道)残联理事长队伍结构不合理,任用和培训机制存在一定问题.乡镇(街道)残联理事长认为自己拥有足够的管理能力,但掌握残疾人事业相关专业知识不够,总体上对履行岗位职责的自我评价不高.因此需加强基层残联组织治理能力内涵及提升路径研究,落实乡镇(街道)残联理事长专职岗位,选拔优秀残疾人担任乡镇(街道)残联理事长,加强专业化知识与能力的培训,不断提升基层残疾人事业管理与服务的水平.

This paper conducted a survey on the construction of leadership in the community disabled persons' federation (DPF) of J and Y city in Jiangsu Province. It found out that the structure of the chairman team in the community is not rational, with some problems in the appointment and training mechanism. Chairman in the community DPF thought that they had sufficient management skills, but their professional knowledge about management and service on persons with disabilities was not enough. Their self-evaluation was not high on the performance of duties. So it is necessary to strengthen the research on the governance ability and development of community DPF as well as implement policies to enable them more professional, and constantly improve their management and service abilities on persons with disabilities.
