为全面提高城市排水防涝能力,有效应对暴雨侵袭,应首先对城市内涝风险进行科学评估。各地的内涝主要成因区别较大,风险评估的手段及侧重点各不相同。文章以常州为例,阐述了平原水网城市的内涝风险评估体系构建思路、评估方法、技术手段,为判断内涝风险程度、识别系统瓶颈、确定规划应对措施提供了有力的支撑,对同类城市的相关实践有着较好的借鉴作用。

In order to comprehensively improve the urban drainage system and flood control capability and efficiently respond to storms,urban waterlogging risk assessment should first be done.Since the reasons causing urban waterlogging vary significantly,risk assessment strategies and their foci may vary as well.Tak-ing Changzhou as an example,this article introduces the ideas,strategies and technologies to construct a wa-terlogging risk assessment system in a plain city with a water network,which supports the evaluation of risk level,identification of a bottleneck and determination of planning response actions,which will benefit related practices in similar cities.
