开罗会议之后，日本在政治军事失败迹象十分明显的形势下，在中国寻找各种门径进行乞和活动，其目的在于摸清同盟国对日本战后安排的底牌，尽可能多地维持七七事变前在中国已得的权益，离间中国同英美国家间的同盟关系，加速国共、蒋汪间的矛盾，在中国制造混乱。由美、英、苏首脑在雅尔塔举行的会议上没有邀请蒋介石参加。会上，罗斯福为拉苏联对日作战而牺牲中国的权益，损伤中国主权与尊严，对此，蒋介石十分震惊、痛愤。由此，蒋施展出纵横捭阖的手法，制定应对措施，通过居间人与日本方面进行了接触。通过日本的乞和活动，可以窥探当时各方的心理与诉求。
