One Belt and One Road%national foreign language competence%strategic transformation
在共同建设“一带一路”倡议下，不同国家和民族的交往、沟通、合作乃至竞争都必须以语言互通为前提。面对国家定位转变的新形势，我国国家外语能力建设亟待战略转型。本文论证国家外语能力建设在战略导向、能力需求、资源种类和资源质量4个方面的战略转型任务，提出加强外语规划，服务“一带一路”对策与建设。

Language communication plays an integral part in the implementation of the strategy of“One Belt and One Road”since different nations and ethic groups have to exchange,corporate or com-pete by means of languages.The new shift of China’s international positioning calls for a strategic transformation in the construction of our foreign language competence.This paper illustrates four ma-jor tasks in this construction from the aspects of its strategic orientations,needs analysis,resource varieties and qualities,and concludes by proposing suggestions for our foreign language planning.
