文章介绍铜仁发展钒矿业的历史背景和国际国内经济发展趋势,指出高昂的钒价是铜仁钒矿热的主要原因,钒价下跌及环境安监政策的严厉推行,资本、人才必然向外地和其它行业转移,接着对铜仁做好做强钒业提出了一些看法,认为铜仁必须依据自身资源条件,专心做好钒系精细化工产品和新材料这篇文章.具体工作抓手有:(1)应加强地方政府对钒业的管理和驾驭能力,规划合理且能长期坚持;(2)应充分尊重企业的主体性地位,还企业征战市场主力的本质;(3)要坚持抓相关产业人才小高地的建设,发挥技术支撑和人才储备的后援作用.在多方面协力的情况下,逐步实现资金、技术、乃至市场的本土化,以确保钒业的可持续发展.最后展望了铜仁钒业的未来,指出世界经济形势和国家战略需要才是决定铜仁钒业兴衰的根本原因.

The historical background of developing vanadium industry in Tongren, international and domestic economic development trend are introduced in this paper. High vanadium price is main cause of vanadium ore rush in Tongren. With low vanadium price and strict implementation of environmental safety monitoring policy, capital and manpower must be transferred to other places and other industries. And then, some suggestions for proper development of vanadium industry in Tongren are put forward. Tongren must properly make vanadium series fine chemical products and new materials as per its own conditions. Specific work tasks include: Ⅰ. Enhance the management and ruling ability of local government in the vanadium industry, make a reasonable plan and adhere to the plan for a long term; Ⅱ. Fully respect dominate role of enterprise and recover the essence of enterprise fighting against main market force; Ⅲ. Accelerate the construction of small highland of relevant industrial talents and give full play to the technical support and talents reserve backup functions. With coordination from several aspects, the localization of capital, technology even market will be gradually realized to ensure sustainable development of the vanadium industry. Finally, this paper makes expectation of the vanadium industry in the future, and points out the world economic situation and national strategic demand are root cause determining the rise and fall of vanadium industry in Tongren.
