Culture is the soul of social development .Excellent culture plays a very important role in the all-round development of college students .Based on the analysis of the cultural influence on the quality of local university education , this paper discusses the way of improving the quality of talent cultivation depending on excellent culture , by adhering to socialist core value system and socialist core value concept , passing on the outstanding traditional culture , learning and developing world advanced technological civilization and culti -vating school-based characteristic culture .
