Many swap trailer transport pilot enterprises in China have the basic terms of developing swap trailer transport , such as policy support , enough goods , station and vehicles , but they have to face the prob-lems of imbalance goods , shortage of capital and transport capacity .In order to promote the rapid and healthy development of swap trailer transport project , the swap trailer transport pilot enterprises should im-plement alliance strategy .It means they should cooperate with the government to establish transaction and information platform;cooperate with peer port enterprises for multimodal transport and vehicle outsourcing ;cooperate with colleges to train the professional talent .
