水闸一般按分区分片原则进行联合控制,主要是以改变水位为目的,在调度上与水库以控制水量为目的有着很大的差别。通过编制《浙江省大中型水闸控制运行计划编制导则》,对水闸调度进行了深入探讨。水闸调度必须结合自身工程现状,充分掌握来水与需水情况,科学制订水闸目标、运行原则与控制指标,可概括为防洪排涝调度和兴利调度,其中,防洪排涝调度包括预泄、防洪和冲淤调度;兴利调度包括水资源配制、挡潮、水环境、通航和生态调度等。并以亚洲第一河口大闸曹娥江大闸的控制运行调度为例作了说明。

As a kind of low head building which mainly use gate for retaining and draining , sluices play a key role in flood control , drainage , water resources allocation and ecological environment protection . According to the principles of regional separation and partition , sluices are jointly controlled with main purpose of changing water level , which is very different from reservoirs on scheduling whose purpose is controlling the amount of water . By establishing “large and medium -sized sluice control operation planning guidelines of Zhejiang province” , the study discusses the sluice scheduling in -depth , pointing out that the scheduling should combine with their own project situation , fully grasp coming water and water demand situation , formulate the target , operation principle and control target of sluices scientifically . The sluice scheduling can be summarized as two kinds , i .e . scheduling for flood control & drainage and scheduling for beneficial purposes . The former one includes beforehand drainage scheduling , flood control scheduling , and erosion scheduling . The latter one includes water allocation scheduling , tidal scheduling , water environment dispatching , navigational and ecological scheduling , and so on . This paper takes Cao'e River Sluice the largest estuary sluice in Asia for example , and introduces its operation scheduling control .
