The library legislation involves the government’s public administration, library’s public obligation and citizen’s public rights. Though analyzing the relationship among the three sides, this paper draws a conclusion that the library legislation should take“ruling the country by constitution”as the basic point and implementing it in the entire legal framework, and based on this, sums up the core contents and key clauses of the legislation.
