汉前期，青海道沿线为羌胡所居，道路凶险，汉武帝曾想借道“蜀身毒道”与大夏国交通。汉中期以来，随着中原王朝势力进入河湟，当地羌族被迫利用青海道或南迁西徙，或与匈奴联合反击汉军。汉王朝通过行政建置、屯田移民，逐步掌握了经营、开发青海道的主动权。

한전기，청해도연선위강호소거，도로흉험，한무제증상차도“촉신독도”여대하국교통。한중기이래，수착중원왕조세력진입하황，당지강족피박이용청해도혹남천서사，혹여흉노연합반격한군。한왕조통과행정건치、둔전이민，축보장악료경영、개발청해도적주동권。
