中长期发展规划是引领大学图书馆内涵发展、科学发展和可持续发展的行动指南。结合山东大学图书馆“十三五”规划编制工作，阐述了大学图书馆战略规划的内涵及影响因素，提出了制定中长期发展规划需要注重的问题。

The medium and long-term development plan is an action guidance for leading university library’s connotative development, scientific development and sustainable development. Connecting with the compilation of 13th Five Year Plan of the library of Shandong University, this paper expounds the connotation and influencing factors of university library’s strategic plan, and puts forward some problems needing attention in the compilation of medium and long-term development plan.
