目前,山西省畜牧养殖业发展迅速,平均每年新增1000个规模场.同时,畜牧产业面临的市场风险、疫病风险和公共卫生风险也在日益增大.山西省从落实动物防疫补助政策、出台补贴扶持政策和开展产业监测预警及宏观调控等方面入手,建立保障机制,降低了畜牧业面临的风险,保障了农民的畜牧业收入.但由于目前的政策性保险畜种和补贴畜种相对较少,没有覆盖农民全部的养殖畜种,因此需要继续建立和完善养殖市场风险保障机制,强化动物疫病防控,加强畜产品质量安全监管.

At present,the husbandry industry in Shanxi province has been rapidly developed with 1000 new scale farms added annual.Meanwhile,the market risk,epidemic disease risk and public health risk of animal husbandry have also been increasing. The protection mechanism were established to reduce the risk of animal husbandry and guar-antee the husbandry income of farmers,including implementing the subsidy policy for animal epidemic prevention, introducing the subsidies and support policy,carrying out the husbandry monitoring,early warning and macro-control. But livestock species in insurance and subsidy policy were less,not covered all breeds bred by farmers,so the hus-bandry market protection mechanism should be continuously set up and improved,the animal disease prevention and control should be intensified,and the supervision on quality safety of livestock products should be strengthened.
