我国工程监理行业经过了二十多年的发展已经取得了不小的成就，但在实际操作运行过程中由于信息不对称现象的存在，从而产生很多问题，限制了监理的功能发挥。信息不对称情况下，业主在工程监理过程中承担着监理方带来的道德风险，而这种道德风险则可以通过激励机制和监督机制来解决。

In China, project supervision industry has made great achievements after twenty years of development, but in actual operation process, due to the presence of information asymmetries, there are many problems that limit the function exertion of supervision. Under asymmetric information condition, the owners bear the moral hazard brought by supervisor in the project supervision process, and the moral hazard may be resolved through incentives and monitoring mechanisms.
