本文首先利用格兰杰因果检验方法分析表明财政农业的各项支出都是城乡收入差距的格兰杰原因，然后运用脉冲响应函数和方差分解方法进行了进一步研究，分析得出财政农业总支出在短期内有效缩小城乡收入差距，但是长期来看，效果不明显；而分析财政农业支出结构与城乡收入的差距，得出只有农业科技三项费用和农村救济费与城乡收入差距存在长期稳定的逆向关系。文章最后提出财政农业支出的重点是发展农业科技和保障民生建设。

In this paper, on the basis of the statistical data from 1978 to 2006,vector autoregressive model is set up to analysis of fiscal agriculture expenditure structure's influence on urban-rural income difference by using the method of granger causality test at firs.The analysis shows that the fiscal agriculture expenditure is the granger reason of urban-rural income gap, namely the fiscal agriculture expenditure have correlation with the income gap between urban and rural areas. Finally using impulse response function and variance decomposition method has carried on the further research, analysis of fiscal agriculture expenditure effectively to narrow the income gap between urban and rural areas in the short term, but in the long run, the effect is not obvious; And analysis of fiscal agriculture expenditure structure and the income gap between urban and rural areas, only three costs in agricultural science and technology and rural work-related accidents and the income gap between urban and rural areas has a long-term stability of the inverse relationship, its agricultural basic construction spending and support operating expenditure on rural production and the agriculture and the income gap between urban and rural areas relation is not obvious.
