无为而治的基本内涵是自然无为，反对人为妄作。政府行政只有按照无为而治的原则和方法进行才能成功，政府行政的无为而治不是什么都不做，而是依道行政、自然无为。依道行政，就是按照社会和政府之道来行政，就是依社会和政府的本性和规律来行政；自然无为，就是顺应社会之道，让社会按照其自然本性存在、发展、演变，政府不人为地去干涉社会事务。政府行政无为而治，首先是依社会组织分工之道行政，恪守社会分工的自然本性；其次是做符合政府之道的事情，做应由政府做的事情；再次是不做不符合政府之道的事情，不做不该做、做不好的事情。同时，政府行政无为而治还需要道法自然，顺应社会发展的自然本性，更平和、更消极地对待和处理各种社会问题。

The connotation of “governance without interfering the natural rules”is following the natural rules rather than artificial intervention.Government administration could only be successful according to the principles and methodology of “governance without interfering the natural rules”, that is,following the natural rules———Dao,to do administration rather than inaction.Following the natural rules is to abide by the natural rules of society and government to make the society naturally exist,grow and evolve without artificial intervention from government.The key of “governance with-out interfering the natural rules”first is to follow the nature of social division to do administration. Second,government should follow the rules of administration and do its duties.Third,government should be aware of what shouldn't do and what couldn't do because it is not in accord with the natural rules.Fourth,“governance without interfering the natural rules”should follow the universal rules to conform to the nature of social development,thus obvious social problems could be dealt more peace-fully and rationally.
