以“三元辩证法”为视角，从时间性、空间性和社会性三个层次论述新型城镇化、城市规划、城市规划环评的特征和内容，并结合城市规划与规划环评之间的协同关系，分析环境因素在三元维度内与城市规划的关系，从而在源头识别、减缓和遏止规划实施的不利环境影响，达到城市与环境良性发展的效果。

This paper discusses the features and contents of new urbanization , urban planning , and urban development plan EIA from the perspective of “ternary dialectics”: “timeliness” “spatiality” and “sociality”.It also analyzes the synergic relationship between urban planning and urban development plan EIA by considering the environmental factors in urban planning from the above three dimensions .The purpose of the paper is to identify , mitigate, and control from source the adverse environmental impact and to promote the coordinated development of the city and the environment .
