本文基于构建的一个由制造企业和专业回收处理企业构成的集成供应链模型分析三种方式下政府奖惩对绿色技术创新动力影响，并在此基础上从政府奖惩影响机理角度研究三种方式下政府奖惩对环境绩效和经济绩效影响。研究发现：三种方式下政府奖惩均能有效激励绿色技术创新并提高环境绩效，但对经济绩效的影响存在一定差异。本文研究一方面为政府根据实际情况制定环境规制政策提供了理论依据，另一方面也为系统分析环境规制政策的综合影响提供思路。

This paper sets up an integrated supply chain model which includes a manufacturing firm and a recycle firm to study influence of governmental rewards and punishments on the incentive of green technical innovation under the three modes. And on the basis this paper researches the influence on environmental performance and economic performance from the incentive mechanism of governmental rewards and punishments. Results find that three regulations can effectively influence the green technical innovation and improve environmental performance, but difference in the influence on economic performance. On the one hand, this paper provides a theoretical basis for the government to develop environ-mental regulation policy according to the actual situation. On the other hand, it also provides ideas to analyze the comprehensive influence of environmental regulation policy.
