民国最初两年，云南省级司法行政机构经历了四个时期：民政司时期、内务司时期、司法司时期和司法筹备处时期。前两个时期是省政府内部改革期，后两个则是北京政府统一改革期。其更迭神速主要受到司法独立理念、经费困窘和中央地方争夺司法权三方面因素的影响。

민국최초량년，운남성급사법행정궤구경력료사개시기：민정사시기、내무사시기、사법사시기화사법주비처시기。전량개시기시성정부내부개혁기，후량개칙시북경정부통일개혁기。기경질신속주요수도사법독립이념、경비곤군화중앙지방쟁탈사법권삼방면인소적영향。
There were four different periods of Yunnan's Judicial Administration in the early years of re-public China which were the period of Minzheng Si (civil affairs division),the period of Neiwu si (in-ternal affairs division),the period of Sifa Si (judicial division),and the period of Sifa Choubeichu (the judicial steering institute).The former two periods’reform were the stage of internal reform of Yunnan Province,the latter ones were the stage of centralized reform of Beijing government.The pace of changes with amazing speed was affected the three factors which are the idea of judicial independence,the finan-cial difficulties,and the struggle for the judicial power between local and central government.
