高校科研经费管理模式亟待改革，“负面清单”是一种值得借鉴的思路。基于“负面清单”管理理念，科研经费管理改革可以结合高等院校综合改革开展，简化科研经费管理办法，推广科研项目资金建卡制度，优化科研成果评价与激励机制。改革可取得规避“事前审批”模式的负面效应、激发科研项目的创新驱动力、推进现代大学制度的构建等预期效益。

고교과연경비관리모식극대개혁，“부면청단”시일충치득차감적사로。기우“부면청단”관리이념，과연경비관리개혁가이결합고등원교종합개혁개전，간화과연경비관리판법，추엄과연항목자금건잡제도，우화과연성과평개여격려궤제。개혁가취득규피“사전심비”모식적부면효응、격발과연항목적창신구동력、추진현대대학제도적구건등예기효익。
It is urgent to reform the management modes in University Research Funding Management. Negative List management mode is worth considering.Based on the Negative List management,the reform can be combined with a comprehensive reform of higher learning.Research funds management practices should be simplified.Research funds to build card system should be promoted.Research evaluation and incentive mechanism should be optimized.Reform can get a lot of benefits,for example,to avoid the negative effects of prior approval mode,to stimulate innovation driving force of research,to promote the construction of modern university system and so on.
