目的:分析上海市卫生系统的专利状况。方法:检索1990—2012年上海市卫生系统单位在我国申请的专利,分析专利数量、种类、权利要求数、专利被引数、维持寿命及专利转让/许可的情况及变化趋势。结果:上海市卫生系统专利申请及授权数量逐年增长,近年来增长速度明显加快,近十年专利的权利要求数比以往增多,发明专利的绝对数量明显增加,但比例呈先增长后降低的趋势,维持较短寿命的专利比例增加,专利被引次数及专利转让数则始终维持在较低的水平。结论:上海市卫生系统的知识产权工作取得了较大的进步,但其中低质量的成果也大量增加,建议加强专利成果的质量管理,促进转化,建立预审制度,优化知识产权的奖励机制,加强科研诚信建设,促使专利数量和质量的综合提高。

목적:분석상해시위생계통적전리상황。방법:검색1990—2012년상해시위생계통단위재아국신청적전리,분석전리수량、충류、권리요구수、전리피인수、유지수명급전리전양/허가적정황급변화추세。결과:상해시위생계통전리신청급수권수량축년증장,근년래증장속도명현가쾌,근십년전리적권리요구수비이왕증다,발명전리적절대수량명현증가,단비례정선증장후강저적추세,유지교단수명적전리비례증가,전리피인차수급전리전양수칙시종유지재교저적수평。결론:상해시위생계통적지식산권공작취득료교대적진보,단기중저질량적성과야대량증가,건의가강전리성과적질량관리,촉진전화,건립예심제도,우화지식산권적장려궤제,가강과연성신건설,촉사전리수량화질량적종합제고。
Objective:To assess patents protection status of Shanghai health sector. Methods:The patents applied by Shanghai health sector from 1990 to 2012 in China were retrieved and the patent number,kinds,claim numbers,forward citations,life,transfer and their tendency with time were analyzed. Results:The number of patents application and authorization increased obviously,and the growth speeded up in recent years. The average patent claim numbers also increased. However,the share of invention patents showed a decreasing trend after the initial growth and percent of the patents with short life kept rising. Forward citations and the transfer rate of patents always maintained in low level. Conclusion:The protection of intellectual property in the Shanghai health sectors has made great progress. However,the low-quality patents also increased largely. In the future,it is suggested that the quality management be strengthened and invents be estimated before patent application. It is also suggested that the incentives for intellectual property be optimized to promote the comprehensive improvement of patent quantity and quality.
