One of the primary goals of College English teaching is to improve the students'ability to listen and speak in English. However in practice, listening and speaking skills are hard to cultivate. Countless efforts have been made from various theoretical perspectives in this area, but often too little avail. Meme theory, a theory put forward by Richard Dawkins interpreting the evolution of cultural information transfer, is used in this paper to explain the process of learning a language. Thus, cultivation of such skills is approached from a memetic perspective. Practical methods and advice are offered accordingly to help develop students 'listening and speaking skills.
