Cao Cao's literary achievement is outstanding, especially his decretals. Among Cao Cao's 151 proses, the number of his decretals is 84. Besides, his decretals written in each period present different charac-teristics because of changes in the political status, which is specifically manifested in number of words, theme, style and so on. The whole style of Cao Cao's decretals is clear and unconventional, which makes it serves as an exemplary model of the past dynasties.
