农田水利建设是保障粮食生产、农业发展的重要基础,对工程性缺水严重、旱灾频发的云南省更有着重要的意义. 实证分析结果表明,云南省及各州市在农田水利供给上存在资金投入不足、水利供给效率低下、多数州市水利投入产出趋于无效状态、农田水利投入总体上缺乏效率等问题,应从加大投入规模、提高供给效率方面提升云南省农田水利供给的有效性.

Farmland water conservancy construction is an important foundation to guarantee food production and agricultural development, especially the serious engineering water shortage and the frequent occurrences of floods and droughts in Yunnan province.The empirical results show that there are many problems in the process of the farmland water conservancy supply in Yunnan province and states or cities, for example, the problem of insufficient investment funds、the supply efficiency of farmland water conservancy is very low、the input and output efficiency of farmland water conservancy tend to be invalid in most states or cities、as a whole the farmland water conservancy supply in Yunnan province is inefficient,in view of this,from increasing the investment scale and improving the sup-ply efficiency to improve the overall supply efficiency of the farmland water conservancy in Yunnan province.
