“2011计划”的突出特点是通过协同单位的深度合作提升创新能力。以38个国家级协同创新中心为研究对象，收集了106个协同单位的合作关系数据，并以协同创新成果作为网络关系的权值，运用社会网络分析方法( SNA)，从网络粘性等4个维度对合作网络结构进行了测度。研究发现：协同单位的合作网络密度较小、凝聚力较低；节点属性影响其在网络中的行为；而节点能力决定其在网络中的位置；在合作网络中形成了3种子群模式，综合创新能力强的单位之间更易形成集群。基于以上发现，笔者从“协同单位应挖掘潜在的合作领域”等4个方面提出了建议。

An outstanding feature of the "2011 Plan" is to enhance the innovation ability through the collaborative units' deep coopera-tion. Taking the 38 National Collaborative Innovation Centers as the research object, cooperative relationship data of the 106 collaborative units are collected and then analyzed using the method of social network analysis ( SNA) to measure the structure of the cooperation net-work from 4 dimensions, such as the viscosity of the network, where the collaborative innovation is used as the weight of the network rela-tionship. It is found that: in the "2011 Plan", the cooperation network of collaborative units has low density and cohesion;the node at-tributes affect its function in the network;the node capacity determines its position in the network;there are 3 subgroup patterns in the co-operative network, and it is more easily for the cluster to form between the units that have higher integrated innovation ability. At last, pol-icy recommendations are put forward in four aspects, such as"collaborative units should tap the potential of cooperation in the field con-cerned" and so on.
