考虑到城镇污水处理厂运行管理复杂、信息量大的特点,提出了一种结构化和系统化的风险评价方法。通过对风险可能性和后果严重性分级,采用四色法进行风险值等级划分,建立了城镇污水处理厂风险评价体系。经过对上海市郊区两家大型污水处理厂的风险分析,发现进水水质波动是其面临的共同风险,也是造成其出水水质超标的重要原因。

A structured and systematic risk assessment for the operation and management of municipal wastewater treatment plants (WWTPs)was raised in this paper. The risk assessment system of WWTPs was established based on the classification of risk possibility and severity,and the grading of risk values by four-color process. The major operational risks of two large-scale WWTPs in suburb of Shanghai were both the fluctuation of pollutants concentrations in the influent,which was also an important reason for the violation of effluent quality.
