滨海新区实施创新驱动战略，应重视提升小巨人企业创新能力。通过总结现有研究成果并结合滨海新区实际，构建小巨人企业研发能力影响指标体系。并随机选取滨海新区小巨人企业完成问卷调研，借助典型相关分析模型进行实证分析，确定研发人才、研发投入比重、产学研合作等指标为影响新区小巨人企业创新能力的关键要素，而政府科技计划项目资助、产业联盟等指标并未表现出较明显的相关性。最后根据实证分析结果，提出针对性的政策建议。

Tianjin Binhai New Area government is planning to implement an innovation driven strategy.Therefore,how to improve the innovation capability of young giant enterprises should be attached with great importance.Through question-naire survey and canonical correlation analysis,this paper introduces a system of factors which impacts the enterprises’ innovation capability.Based on questionnaires that had been randomly sent out to the young giants in the area,a canonical correlation analysis was carried out and it was confirmed that talents,R&D investment and industry-university-institute cooperation have a significant correlation with the enterprises’ innovation capability.On the contrary,factors including science and technology planning project funding,industrial alliance and other factors do not show evident correlation.In the end,some policy proposals were presented.
