以 TOE 理论框架(Technology-Organization-Environment)为基础,结合智慧水务建设的具体情况,构建了影响智慧水务建设的 TOE 框架,并分别分析技术维度、组织维度和环境维度下各因素对智慧水务的建设和发展的影响,其中技术维度因素包括技术的优越性、复杂性、兼容性、可察性;组织维度因素包括建设的必要性、需求的迫切性、建设的可行性;环境维度因素包括支撑保障体系、标准规范体系、信息安全保障。在此基础上利用层次分析法(AHP)对各影响因素的优先级进行研究,结果显示:组织维度因素和技术维度因素对智慧水务建设影响最大的两个模块,分别占指标体系49%和31%的权重;各因素中,智慧水务建设的必要性所占权重最大(25%),其次是技术优越性(16%)、需求的迫切性(12%)和建设的可行性(12%)。本研究为智慧水务建设影响因素的定量分析提供了有效的新途径,评价结果可为水务部门决策和水务业务发展提供重要参考。

Based on the TOE theoretical framework (Technology-Organization-Environment)and the specific situation of smart water construction,the TOE framework which affects smart water construction was developed,and the effects of each impact factor on the construction and development of smart water were analyzed from the technical,organizational,and environmental dimensions.The technical dimension factors include the technical superiority,complexity,compatibility,and observability.The organizational dimension factors include the construction necessity,demand urgency,and construction feasibility.The environ-mental dimension factors include the support system,standard system,and information security.On the basis,analytic hierarchy process (AHP)was used to determine the priority of the impact factors.The results showed that the organizational dimension factors and technical dimension factors have high impacts on smart water construction with the weight of 49% and 31% over the index system respectively.Among the impact factors,construction necessity has the highest weight (25%),followed by technical superiority (1 6%),demand urgency (12%),and construction feasibility (12%).The research provides an effectively new method for the quantitative analysis of impact factors of smart water construction,and the evaluation results can provide important reference for decision-making of water sector and development of water business.
