体制机制改革是上海建设具有全球影响力科技创新中心必须面对的问题，也是上海打造全球城市核心竞争力的重要内容。调研发现，上海市政府职能尚需转变，市场力量有待加强，产学研合作机制和资源配置机制有待完善。因此，为了完善以企业为主体、以市场为主导的科技创新体制机制，上海应成立推动科技创新的组织机构，优化营商环境，健全产学研合作机制和资源配置机制，特别是资金和人才资源配置机制。

Reform system and mechanism is not only the issue that Shanghai must confront when builds the international science and technology innovation center which has global influence ,but also is one of the key factors of core competitiveness when Shanghai forge it as a global city .Through investigation and survey ,this paper finds that government functions have to be trans‐formed ,market forces need to be strengthened ,mechanisms of industry‐university‐research cooperation and resource allocation have to be improved .Therefore ,in order to Improve the system and mechanism of science and technology innovation with en‐terprises as the main body and market as the dominant ,Shanghai is supposed to establish the organization that drives up the technical innovation ,optimize the environment of business ,and perfect the mechanisms of industry‐university‐research cooperation ,resource allocation ,especially the allocation mechanisms of capital and talent resources .
