福建中职学生国家助学金资助政策演进过程具有助困目标明确、资助标准逐步提高、免学费政策惠及面逐步扩大以及政策实施方式灵活等特点。其实施成效在学生群体中具有较高满意度，政策目标与预期相符，实施意义受到认可，但仍存在组织建制不完善、政策对象认定存在漏洞、政策执行时效性较差、资助额度有待提高、地区适应性考虑不足、政策吸引力有限等问题。可从制度架构、运行系统、经费分担机制、管理体制等方面优化实施策略，未来政策的演进将有向精准化资助、资助立法等方向发展的趋势。

The evolution of national grant policies for secondary vocational students in Fujian Province involves features as specific goals, gradual improving funding standards, gradually expanding free tuition policy coverage and flexible policy, etc. Its positive effects include higher satisfaction in the student groups, matching policy goals and expectations, recognition for implementation effects, but it still need improvement in the following aspects: imperfect organization establishment, loophole of policy target confirmation, poor effectiveness of policy implementation, low funding lines, regional planning,limited policy appeal, etc. To perfect the policy implementation strategy, it should start from the operating system, system architecture, sharing mechanism of funds and management system. The evolution of future policy will have the tendency as accurate financing, financing legislation and so on.
