我国土壤污染防治制度体系建设相对滞后，政府不能全面、准确地了解土壤环境实际情况，对土壤污染者责任追究不力，土壤环境管理力量不足，防治资金缺乏保障，致使土壤环境质量保护问题频出。为清除当前土壤污染防治中的障碍，理顺土壤污染治理中的各种关系，营造全社会积极预防和治理土壤污染的良好氛围，以确保土壤污染防治工作的有序开展，需从完善土壤污染常规监测制度、责任追究制度、预防制度、治理资金保障制度，建立国家、省、市三级土壤污染优先名录和公众参与土壤污染防治体制6个方面构筑我国土壤污染治理制度体系。

The soil pollution prevention and control system in China is relatively backward and government doesn't hold comprehensive and accurate information of the soil environment. Consequently the performance is poor either in holding the polluters accountable for polluted soil, building soil pollution control force, raising pollution control funds, or preventing soil from deteriorating. In order to eliminate the obstacles in prevention and control of soil pollution, straighten out the relationship of all parties concerned and develop a pollution?conscious society with supportive atmosphere of soil pollution prevention and treatment. China's soil pollution control and harness systems should be established that includes routine soil pollution monitor system, pollution?responsibility system, pollution?funds security system, soil pollution harness priority list at national, provincial and municipal levels, and the public participation system of soil pollution prevention.
