高职院校“走出去”办学是职业教育改革与发展的需要,是实现高职教育国际合作与交流新突破的需要,是区域型企业走向国际的需要,也是发展中国家增强国力的需要。基于宁波教育国际合作与交流综合改革试验区的条件,尝试在发展中国家办学。中国政府援助是走出去办学的依托,受援国举办学校的主动性是走出去的核心,中外院校共同管理是走出去的机制保障,教师的跨文化交际能力是走出去的能力基础。

The “Go Out” strategy for tertiary-level TVET institutes is necessary for the reform and development of TVET as a whole, for sustained progress in TVET international collaboration and exchanges, for overseas investment of regional enterprises and for greater national strength of developing countries. Based on experiences and results Ningbo has achieved in developing the pilot zone for education international cooperation and exchanges, the author proposes the establishment of overseas branches. It is essential that China Vocational Aid project has gained momentum, host institutes in aid-recipient countries takes the initiative, Chinese and foreign TVET institutes join hands in management, and TVET trainers have gained cross-cultural communication skills.
