移动通讯技术的普及与互联网的进步，创造了一个“人人手握麦克风”的移动互联时代。虽然科技的进步，赋予了人们表达的自由与聆听的便利，但纷繁复杂的信息内容，同样对我国政府的职能转变提出了新要求。文章深刻剖析了移动互联时代我国政府职能转变所面临的挑战，解读了现阶段政府职能的新内涵，并提出了新环境下，我国政府职能与互联网有效嫁接的合理对策，从而为转换政府角色、革新政府管理，提出科学的意见与建议。
