农业保险条例实施已经一年多了,它的实施具有无比重要的意义.但条例本身还有若干问题未能规定,如,未对风险区划和费率分区提出具体要求.在具体实施中各地还存在一些问题,如,一些农户参保积极性不高.因此,必须寻求对策.第一,进一步调动农户参保的积极性;第二,尽早筹建农业保险巨灾风险准备金,并在今后《条例》修改时增加"对农业再保险市场给以政策支持和资金扶持"内容;第三,不仅要对保险公司经营中的合法合规性进行监管,而且对地方政府、村干部及农户均应监管;第四,应进一步完善市场准入与退出机制;第五,《条例》应对我国农业保险风险区划和费率分区问题进行规定;第六,应成立农业保险协调机构——农业保险委员会.
