高校学科建设项目碎片化是当下各高校普遍存在的共性问题.高校学科建设项目碎片化具体表现为建设项目多元、目标指向各异、内容衔接不足和部门协同不够.要破解这一问题 ,需要理顺中央政府、地方政府和高校三层建设主体的关系 ,高校应按照学科引领、统筹集成、改革驱动、管理创新的建设思路进行系统设计 ,按照学科引领、分层建设 ,统筹规划、项目集成 ,体制改革、管理创新,试点改革、逐步推进的具体路径予以推进.

The fragmentation of university program development as a common problem among universities is characterized by multi-level projects , unclearly-defined objectives and inadequate organizational coordination . To solve this problem , it is necessary to better define the responsibilities of the central and local government and universities .Universities should design their systems with well-placed priorities , integrations , reform and management innovation . Specific programs should be developed with optimized levels ,emphasis ,overall planning ,integration ,system reform ,management innovation and pilot projects in an orderly manner .
