港口、土地等后备资源优势构成了江苏沿海开发初期发展优势的核心.在新常态背景下,受到资源供求关系变化等多种因素的影响,江苏沿海的传统资源优势趋于减弱."一带一路"战略是将江苏沿海地区资源优势转变为竞争优势的重大机遇,江苏沿海地区应准确区分政府和市场的边界,通过整合沿海港口功能、促进临港产业集聚以及强化中心城市支撑等途径,努力确立新的竞争优势.

Releasing advantages of port resources and land reserving resources is an important measure in the initial phase of Jiangsu new coastal development. But some influential factors such as the change according to resource supply-demand relations are causing this advantages becoming weaken gradually under the "New Normal". China's Belt and Road Initiatives Strategy gives Jiangsu coastal areas a good opportunity to build new competitive advantage. Jiangsu coastal areas should participate in this strategy actively and handle relationship between government and market correctly. Thus Jiangsu coastal areas may inaugurate a new competitive advantage by integrating coastal haven function,agglomerating near-port industries and strengthening the support of cities.
