向应用技术大学转型发展是经济社会发展“新常态”对地方高校特别是省属地方高校提出的必然要求，在转型发展的道路上，省属地方高校普遍存在“学”与“术”、规模与质量、理论与实践等三个方面的主要困惑。顺应“新常态”下我国经济社会和高等教育发展趋势，坚持学、术并举，崇尚应用技术的办学理念，质量为本、职业导向的办学思路，校地相融、产教融合的办学模式，是目前形势下省属地方高校实现成功转型的根本出路。

It is inevitable requirement that local colleges and universities,province-owned ones in particular,must be transformed into colleges and universities of applied technology to meet the demand of China's economy and social development in the "New Normal". In the progress of transformation and development,three major perplexities bother province-owned local colleges and universities,namely,the confusion between school education and academic research,scale and quality as well as theory and practice. Adapting to the development trend of economic society and higher education in the "New Normal",province-owned local colleges and universities can only find the way out through combining school education and academic research simultaneously,advocating the educational philosophy of applied technology,promoting the career-oriented and quality-focused educational ideal,adopting the education pattern that connects colleges and universities with local governments,and integrating production with teaching.
