西柏坡时期，中国共产党顺应近代中国政治的发展，毅然选择了多党合作和政治协商的政党制度，并为此制度的实现做出了重要历史贡献。中共不仅在解放区、国统区进行了区域广阔、层次交错的民心争取工程，为政党制度的形成奠定了深厚社会基础；而且根据形势的发展，适时发布“五一口号”，向各民主党派发出建立联合政府的邀请函，为政党制度的形成提供了必要的前提；另外，中共在军事战场上进行了艰苦卓绝的斗争并取得了巨大胜利，确立了中国共产党的领导地位，是政党制度形成的关键；中共与各民主党派肝胆相照、荣辱与共，共同筹备召开了新的政治协商会议，为政党制度的最终形成搭建了有效合作的政治平台。

The communist party and demo-cratic parties sworn brothers, shared weal and woe, and staged a new political consultative conference, eventually formed the political party system, and set up effective cooperation in political platform.
